It may be successful if they are the same individuals who comply with “Adam Walsh Child Protection and Safety Protection Act of 2006″. Of course it is predicated on them being properly sentenced for their offenses.
Two powerful United States senators plan to propose federal legislation that will put some serious teeth into what was once a patchwork of local requirements that known sex offenders stay away from web sites where young adults gather electronically
The legislation, sponsored by U.S. Senators Charles Schumer (D-New York) and John McCain (R-Arizona), will require registered sex offenders to submit all of their active email addresses and IM and chat room identifications with the government, or face the threat of jail time.
The key to the bill is that it contains very serious penalties. The mere act of not submitting their various email and other online IDs could pack sex offenders off to jail for 10 years.
The bill will also make any use of the Internet to commit a crime that involves the exploitation of minors an aggravating factor that would add 10 years to the offender’s sentence.
It will also be interesting to see if the “age of consent” used by States in their laws covering child enticement will change. Currently, there is no national consensus or federal mandate.
