In the case of Allison Quets, U.S. District Court Judge Louise Flanagan ruled she will remain in custody in North Carolina, charged with international parental kidnapping. Apparently international parental kidnapping is a more serious crime then 1st degree attempted murder where a GPS monitoring system can provide the victim and public protection.
“I don’t feel there’s anything I could do to fashion a set of conditions that she wouldn’t act against those impulses,” Judge Flanagan said.
Lawmakers are debating whether convicted sex offenders should wear electronic tracking devices at all times. One of the conditions of Lisa Nowak’s release, while awaiting trial, is that she must wear a Global Positioning Systems (GPS) ankle monitor with a built-in cell phone that will report where she is anywhere in the world.
“We’re going to get notified in 5 to 10 minutes at most if she goes into the exclusion zone,” said Glen Rothbart of Court Programs Inc. in Orlando, which operates the GPS system. “We’ll track her 24 hours a day, seven days a week.”`
