In July of 2005 the State of Michigan began an ambitious project, Children’s Protection Registry, to protect children from certain types of solicitations by allowing them to register electronic contact points. The only other state implementing the registry so far is Utah.
The registry website for each state is managed by Unspam.
The Michigan Children’s Protection Registry is an official service of the state of Michigan. The registry’s website is managed by Unspam Through the Protect MI Child website, residents of Michigan may register their e-mail addresses, instant messenger IDs, mobile phone numbers, and fax numbers as off-limits to adult solicitations. Senders may comply with the Michigan law directly through the Protect MI Child website.

The Utah Child Protection Registry is an official service of the State of Utah. The registry’s website is managed by Unspam. Through the site, Utah residents may register their e-mail addresses, fax numbers, mobile (SMS) numbers, and instant messenger IDs as off-limits to any solicitations for products or services that are illegal for children to purchase or participate in. The service is free for any Utah resident to register. Senders who need to comply with the Utah law may do so through this website.

Michigan and Utah statutes provide for criminal and civil penalties to be accessed for failure to be in compliance. Utah’s registry is being challenged by The Free Speech Coalition, a “California trade association for the adult-entertainment industry”.
