October 23, 2006 – Federal budget cuts have severely depleted the resources to the National Center for Missing Adults (NCMA) and this agency is being forced to close the doors of their office in Phoenix, AZ and relocate if this nationally-respected agency is to remain open. The agency is pleading to Congressional Representatives, the public and the national business community to help with contributions, moving assistance, and new office space so NCMA can remain in operation!

Trick or treat

Should sex offenders be monitored on Halloween more closely then other times of the year?

Hall County Georgia seems to think so.

ATLANTA – State prison officials say they will monitor registered sex offenders – nearly 300 of them in Hall County – Tuesday night as children trick or treat for Halloween.Some of the 6,500 sex offenders on probation will be required to report to their probation office, a county jail or other designated location between 6:00-9:00 Tuesday night.

Will their probation be revoked automatically if they don’t show? In some ways the added attention to them may provide a sense of security.

 

In other ways if it takes special monitoring, how safe are children from them the other 364 days, 21 hours? Is it possible they are more likely to commit an offense because they will be out amongst us?

Why did the House feel no need to discuss this bill or it’s implication yet the Senate sees no need to even bring it to a vote? When Congress meets again November 9th, maybe they can act on this bill and Kristen’s Law HR 2103 to provide funding for the National Center for Missing Adults.

The vote for H.R. 5319, was held under a suspension of the rules to cut debate short and pass the bill, needing a two-thirds majority. The totals were: 410 Ayes, 15 Nays, 7 Present/Not Voting.

H.R. 5319 was introduced 5/9/2006. A quick summary:

Deleting Online Predators Act of 2006 – Amends the Communications Act of 1934 to require schools and libraries that receive universal service support to enforce a policy that prohibits access to a commercial social networking website or chat room through which minors may easily: (1) access or be presented with obscene or indecent material; (2) be subject to unlawful sexual advances, requests for sexual favors, or repeated offensive sexual comments from adults; or (3) access other material that is harmful to minors. Allows an administrator, supervisor, or other authorized person to disable such a technology protection measure during use by an adult, or by minors with adult supervision, to enable access for educational purposes.

Directs the Federal Communications Commission (FCC) to: (1) establish an advisory board; (2) annually publish a list of commercial social networking websites and chat rooms that have been shown to allow sexual predators easy access to personal information of, and contact with, children; (3) issue a consumer alert regarding use of the Internet by child predators and the potential dangers to children because of such use, including the potential dangers of commercial social networking websites and chat rooms; and (4) establish a website resource of information for parents, teachers, school administrators, and others regarding potential dangers posed by the use of the Internet by children.

Did these folks need more time to debate the bill or do they operate under the principle of just say no?

Nancy Grace is scheduled to take her show to the newly opened “Team Trenton” command center in Leesburg, Fl. November 16th & 17th. The center was opened after leads began to slow in the disappearance, August 27th, of  2-year-old Trenton Duckett who remains missing.

The prime suspect is his deceased mother, Melinda Duckett, who committed suicide after appearing on the Nancy Grace show. 

In an e-mail to the Orlando Sentinel, Grace wrote, “Although the media spotlight has faded from Trenton’s disappearance, Trenton’s story has touched my and our staff’s hearts.”

Perhaps her heart will also be touched by the other 163 missing children in Florida or the 556 missing children in the “care” of the Florida Department of Children and Family (DCF)

Did you know that Amber Alerts don’t always make it to highway signs?  In Florida, there has to be specific information about a suspect’s vehicle for the Florida Department of Law Enforcement (FDLE) to issue and alert.

“… Just because something doesn’t make it on the highway signs there are other ways we can get the information out. For example we have the media alerts which the media obviously get access to, we also have cell phone information, we have the internet so citizens are still notified of missing children.”

A child abductor can travel approximately a mile per minute with an abducted child. Would you like to be dependent on people at home watching television, surfing the internet or viewing a text message to expedite the recovery of your child?

 

Amber Alerts are rarely activated in most states. They are a voluntary partnership between law enforcement, the media, wireless carriers, internet site and other distribution outlets. However most people believe there child will be safe and an alert activated should their child be abducted.
